Harvey was born in County Durham in 1924. He grew up in poverty, and his early life was marked by tragedy. His father died when he was just 10 years old, and his mother struggled to make ends meet. Despite these challenges, Harvey's love of football never wavered. He started playing for local clubs as a boy, and he quickly showed a natural talent for the game.

In 1943, at the age of 19, Harvey signed for Leeds United. He made his debut for the club in 1946, and he quickly established himself as a regular in the team. Harvey was a versatile player who could play in a number of positions, and he was known for his tough tackling and his ability to read the game.

Harvey played for Leeds United for 14 years, and he made over 500 appearances for the club. He was a key member of the team that won the FA Cup in 1959, and he also played in the European Cup semi-finals in 1961. Harvey retired from playing in 1961, but he remained at Leeds United as a coach.

In 1967, Harvey was appointed manager of Leeds United. He led the club to two Inter-Cities Fairs Cups, and he also won the FA Cup in 1972. Harvey's Leeds United team was one of the most exciting and successful in the country, and he is widely regarded as one of the greatest managers in English football history.

Harvey left Leeds United in 1974, but he returned to the club as manager in 1980. He led the club to another FA Cup final in 1981, but he was sacked in 1982. Harvey later managed Newcastle United and Fulham, but he never managed to achieve the same success that he had at Leeds United.

Harvey retired from management in 1987. He was inducted into the English Football Hall of Fame in 2004, and he was awarded the MBE in 2007. Harvey died in 2018 at the age of 93.
