Harvey was born in County Durham in 1924. He grew up in poverty, and his early life was marked by tragedy. His father died when he was just 10 years old, and his mother struggled to make ends meet. In 1967, Harvey was appointed manager of Leeds United. He led the club to two Inter-Cities Fairs Cups, and he also won the FA Cup in 1972.
